From time to time the Government Procurement Solutions team, within the Ministry of Business, Innovation and Employment, run briefing sessions for agencies and suppliers. The briefing sessions aim to update the procurement community on the Government Procurement Reform Programme, focussing on key work that may impact on agencies and suppliers.

As you will know they have been working hard on Government procurement issues with a view to getting better local industry involvement in Government contracts. Therefore it is pleasing that the Government has just released the new Government Rules of Sourcing that are designed to encourage local industry participation and remove barriers that may have been in the way.
The Government Rules of Sourcing represent the government’s standards of good practice for procurement planning, approaching the market and contracting. The Rules replace the Mandatory Rules for Procurement by Departments and they come in to effect from 1 October 2013.
They will be holding briefing sessions to tell you about how the Rules will make it easier for you to do business with Government, including how the Rules:
- make it easier for NZ businesses to participate in Government procurement
- give you better access and engagement with Government
- give you more time to respond to tender opportunities
- encourage and reward your innovation
- detail how we will evaluate your tender responses
- can improve your performance and productivity
- grow your business.

Agency Briefings: New Government Rules of Sourcing
The Ministry of Business, Innovation and Employment invite agencies to attend an Agency Briefing in your region on the New Government Rules of Sourcing.
Briefings will be held in: Auckland, Wellington and Christchurch in June.
The Government Rules of Sourcing represent the government’s standards of good practice for procurement planning, approaching the market and contracting.
The Rules replace the Mandatory Rules for Procurement by Departments. Cabinet has endorsed the Rules and they come in to effect from 1 October 2013.

The Rules give us the foundations to
- support more productive relationships with businesses as suppliers
- deliver innovative and effective solutions that get the best value for New Zealanders
- help our suppliers become more competitive in international markets.
Why do we need Rules?
The Rules set the standards for choosing and managing relationships with businesses and NGOs delivering services on behalf of government. This is the foundation of good procurement that is critical to delivering better public services for New Zealand.
The Rules:
- help us honour our agreements with our trading partners
- strengthen accountability for how we spend taxpayer money
- promote open, transparent and competitive government procurement
- align with the five Principles of Government Procurement (Principles)
- encourage agencies to adopt commercial practices that will stimulate competition and innovation
- support business development and economic growth
- foster better business engagement.
What are the Rules for?
The new Rules provide agencies with:
- a single source of procurement rules that align with international best practice
- policy in plain English that is easy for agencies and suppliers to understand
The Rules will help agencies to:
- design processes that promote the Principles and deliver results
- replace red tape with sound commercial judgement
- deliver the best value for money over the whole-of-life of the contract, which isn’t always the cheapest price
