COVID-19 Protection Framework guidance if you operate in the retail sector.

At all levels

Business/service Restrictions are the same if My Vaccine Pass is required from customers or not
All retail
  • Worker vaccinations are required for health practitioners, such as pharmacists. From January 17, 2022, workers must be fully vaccinated (This means having received two doses) to continue to work.  
  • Vaccination requirements do not apply to people who hold an exemption.

  • Retail is not required to use My Vaccine Passes, but if the business opts to require these, then it is recommended the business sight and/or verify customers' My Vaccine Passes. Workers should also have a clear understanding of My Vaccine Pass requirements. 
  • Where retail stores choose to require My Vaccine Passes, this will not affect their capacity limits.
  • Basic needs businesses are not permitted to require My Vaccine Passes from customers. These businesses include dairies, supermarkets, pharmacies, and petrol stations.
  • Retail businesses are required to display QR codes, but are not required to ensure record keeping for contact tracing. If your business operates out of a vehicle, you do not have to display a QR code.

General retail stores, including:
  • clothing stores,
  • agricultural supply stores
  • pet stores
  • hardware and DIY stores
  • Retail may open with capacity limits based on 1 metre distancing (not including workers).
  • Face coverings are required for staff and customers (unless a person is exempt).
Banks and other customer-facing financial services
  • Banks may open with capacity limits based on 1 metre distancing (not including workers).
  • Face coverings are required (unless a person is exempt).
 Dairies/convenience stores
  • My Vaccine Pass cannot be required for customers.
  • Retail may open with capacity limits based on 1 metre distancing (not including workers).
  • Face coverings are required for staff and customers (unless a person is exempt).
Farmers’ markets and other occasional markets with retail stalls only
  • May open with capacity limits based on 1 metre distancing (not including workers).
  • Face coverings are required for staff and customers (unless a person is exempt).
Greengrocers, butcheries, bakeries and fishmongers
  • Retail may open with capacity limits based on 1 metre distancing (not including workers).
  • Face coverings are required for staff and customers (unless a person is exempt).
  • If food is to be consumed on premises under the control of this business (including outdoor areas), then the business must follow food and drink service rules).

    Food and drink services
Malls, department stores, shopping centres
  • Businesses will need to assess the different components of their services.
Relevant activities may include:
  • supermarkets, pharmacies and other health services where you cannot ask for a My Vaccine Pass,
  • close proximity services such as massage, make-up
  • general retail
  • food and beverage services, such as food courts and kiosks.
Petrol stations (including any convenience store operating out of a petrol station)
  • My Vaccine Pass can’t be required for customers.
  • Retail may open with capacity limits based on 1 metre distancing (not including workers).
  • Face coverings are required (unless a person is exempt).
Pharmacies
  • My Vaccine Pass can’t be required for customers.
  • Retail may open with capacity limits based on 1 metre distancing (not including workers).
